Specific decision support tools and methodologies (SET) transferred and tested by the competent services, through technical protocols and relevant documentation.
SISMA PLUS aims to capitalize on the results achieved in previous SISMA project, which developed innovative financing schemes that lead to the energy retrofitting of public buildings. The project will search the most appropriate mechanisms for mobilizing private resources through Energy Service Companies (ESCOs) to finance deep renovation of public buildings requiring investments with longer paybacks. The project will give support to local authorities to face the administrative and regulatory obstacles, helping the enforcement of the European Directive of energy efficiency of buildings (2010/31/EU).
The Excel® SET – Subsidy Evaluation Tool, developed by SISMA in the first financing of Interreg MED, performs an energy and economic-financial evaluation of Energy Conservation Measures and can be used in four types of public buildings: schools, gyms, buildings of offices and healthcare facilities (retirement homes / nursing homes). SET and all materials are available in 8 languages. SISMA envisages the organization of a one-day training scheme for civil servants per country to inform on innovative financial mechanisms for energy deep renovation of public buildings.
SISMA PLUS project is co-financed by the European Regional Development Fund (ERDF) under the Interreg MED, Operational Program for European Territorial Cooperation (CTE).
With the project, we aim to capitalize on the results achieved within SISMA. The aim of SISMA was to develop innovative financing schemes able to leverage European Structural Funds and other public funds available to regional or local administrations on private financial resources to finance investment projects that lead to deep energy retrofit of public buildings.
The SISMA SET Model, is an innovative tool to quickly perform the energy and economic-financial assessment of energy saving measures.

The project will give support to five (5) municipalities to face the administrative and regulatory obstacles, helping the enforcement of the European Directive of energy efficiency of buildings (2010/31/EU).
