SISMA PLUS

SISMA PLUS project is co-financed by the European Regional Development Fund (ERDF) under the Interreg MED, Operational Program for European Territorial Cooperation (CTE). With the project, we aim to capitalize on the results achieved within SISMA. The aim of SISMA was to develop innovative financing schemes able to leverage European Structural Funds and other public funds available to regional or local administrations on private financial resources to finance investment projects that lead to deep energy retrofit of public buildings.
The SISMA SET Model, is an innovative tool to quickly perform the energy and economic-financial assessment of energy saving measures. SISMA aims to develop innovative financing schemes that lead to the energy retrofitting of public buildings. The project will search the most appropriate mechanisms for mobilizing private resources through Energy Service Companies (ESCOs) to finance deep renovation of public buildings requiring investments with longer paybacks. The project will give support to five (5) municipalities to face the administrative and regulatory obstacles, helping the enforcement of the European Directive of energy efficiency of buildings (2010/31/EU).

According to forecasts, with the promotion of RES and education on the topic of FN power plants, the installed capacity from distributed FN power plants should be around 200 MW by 2030. The largest number of such plants would be from smaller, distributed sources with installed capacities from 10 kW to 300 kW, which would primarily be owned by local governments, public institutions, industrial plants, and citizens themselves. The main obstacle for the development of distributed solar power plants is poor or no information of all interested parties regarding legal regulations, administrative matters and technical-economic aspects of the development of FN power plants. With this project, such obstacles would be removed and good foundations would be laid for progress in the field of RES and investments in the construction of distributed FN power plants.
